
Overview & Experience
Eileen handles a wide variety of municipal matters, such as utility, telecommunications, land use, public procurement and contracting, open government, and general municipal advice. She’s also comfortable in the courtroom, and handles litigation, such as LUPA and eminent domain cases, appellate work, and has extensive experience with administrative hearings. Eileen has a passion for utility and telecommunications issues, including negotiating franchise and telecommunications leases, as well as advising on complex utility projects, such as ULID formation and assessment.
Eileen has particular experience in the intersection of land use and related utility and telecommunications deployments. For example, she has represented the City of Seattle in nine LUPA proceedings initiated by developers challenging the City’s water infrastructure extension requirements. Eileen has also assisted numerous clients in preparing land use regulations relating to the deployment of small cell wireless facilities.
Prior to co-founding Madrona Law Group, Eileen spent three years practicing municipal law in Washington for a small boutique law firm. She also practiced municipal, utility, and administrative law in Texas for almost a decade before moving to Washington in 2016.
Eileen prides herself in providing excellent advice and service to cities, no matter the size, having represented extremely small municipalities, large metropolitan cities, and clients of all sizes in between. She seeks to provide tailored advice to fit the needs of all of her clients.
