Overview & Experience
Rachel has spent close to two decades practicing municipal law, first as a city prosecutor and then as a civil city attorney and general legal counsel for a number of public entities. She handles a wide array of municipal issues including open government and public records, eminent domain, public procurement and contracting, land use, legislation and policy drafting, and general advice and litigation. Rachel is particularly fond of labor and employment matters, such as providing advice and training to human resources professionals, handling responses to EEOC complaints, and representing employers in collective bargaining.
As a skilled negotiator with extensive experience helping clients resolve longstanding litigation in high value cases, Rachel works collaboratively with her clients to achieve favorable results. She prides herself on her ability to navigate politically sensitive issues and on providing her clients with sound, timely, and down-to-earth legal advice and service.
Rachel is currently the City Attorney for Issaquah and general counsel for Key Peninsula Metropolitan Park District and Clark County Fire District No. 3.
In her free time, Rachel works on her hobby farm and volunteers for several animal rescues.
